Returns all users in the workspace as a choices list. Use this to look up user IDs before calling updateTaskAssignees.

Response: {"options": [{"value": <user_id>, "label": "Name (email)", "image": "..."}]}

The value field is the integer user ID needed for updateTaskAssignees. Supports ?search=<name_or_email> for filtering.
